This Smath visit offers pixelation by add/remove [up/down sampling].
Real pixelation is mostly based on the Fourier cross padding [Read first].
Pixelation works best for undestroyed images [*.PNG, *.BMP ...].
Pixelation applied to *.JPEG is a non sense: reinvent pixels that were removed.

Fourier/Lanczos is another improved procedure [I don't have the code].
As well, pixelation via "CreateMesh" is a good tool. Smath "CreateMesh"
is not suitable immediately ... it might become, later.
